1. A realistic, achievable work plan that includes the type of technical support required for implementation, where appropriate

3. Evidence of value for money and how achievements will be sustained.
4. A theory of change and monitoring and evaluation plan to track beneficiaries and the achievement of objectives and benefits.
5. Evidence that the project is not duplicating other planned investments by the county or national governments, or other actors
